21.10. Function FILE-POSITION

FILE-POSITION works on any FILE-STREAM.

Platform Dependent: Win32 platform only.
When a #\Newline is output to (respectively input from) a FILE-STREAM, its file position is increased by 2 since #\Newline is encoded as CR/LF in the file.
